Not necessarily . Outlet items don't come with dust bag. Department handbags should come with one but if they are on sale sometimes it doesn't or if it's a return perhaps the precious owner didn't return or with one. The MK Collection bags are never outlet bags. They have special hardware & say they are from the Michael Kors Collection line.
